Youth Residency Rule - Out of Region Transfer

At the August 8, 2007 Board of Directors Meeting, the Board approved a Youth Residency Rule that has been incorporated to the Current Rule 1. Registration of Players, in the Youth Section of the MSA Rules and Regulations.

The following are the administrative procedures related to the Youth Player Registration - Out of Region Transfer and the respective Regions within Manitoba.

Senior Outdoor Registration Information

Registration fee is for a One (1) Year period (May 1 - April 30)

Senior Player Registration Fee - $44.00
Coach/Manager/Trainer Fee - $15.00
Renewal of lost I.D. Card $20.00

Player Registration - Outdoor

  • All players must have a valid up to date player registration card or they will not be permitted to play.
  • This registration consists of a picture I.D. card and Registration Form together. Unless both items are present the player will not be permitted to play. Picture I.D. card from pervious year(s) can be used.
  • These cards will be checked by the referee or timekeeper to ensure they are valid.
  • If it is discovered that the card appears to be invalid for the following reasons:
    • Signature on the picture I.D. does not match the signature on the form.
    • Players name on the form does not match the picture I.D.
    • The date on the registration form is not current.
    • The picture I.D. does not match the player.
    • Any other discrepancy.

Then the referee will inform the Team that he/she suspects the card is not valid and therefore if the player plays he/she may be ineligible and that the Referee will confiscate the card. It will be the team's decision as to whether the player plays.

The Referee will keep the suspect card at the end of the game and submit it to the authorities (League or Association) for investigation.

Clubs should be aware that if a player is proven not to have been registered then the club would be fined and forfeit the points in that game and any other games that the player had played in as an ineligible player.

Player Registration Procedure - Outdoor

  • Blank I.D. Cards and Player Registrations are available at the MSA Office.
  • Teams will obtain the required number of forms for their players, complete the forms and then return them to the office for validation.
  • Do not send individual players to the office to register.
  • Cards may have to be left for up to 48 hours for processing.
  • The cost of registration forms are: player $44.00, coaches $15.00, officials $15.00.
  • Player registration will not be processed unless both the I.D. card and the form are completed.
  • Clubs/Teams are responsible for ensuring all the information on the registration form is correct. If it is found that the player is illegally registered, and is therefore ineligible, the Club/Team will forfeit ALL GAMES the ineligible player has played in and pay a fine for each of those games. Check birthdays (youth player eligibility) and where the player last played: other Province, other Country, professional or amateur, under suspension, etc.
  • Players born in 1992 - turning 18 in the current are eligible to register as Youth or Senior. Players turning 17 or younger in the current year are not eligible to register as a senior.
  • Masters/Classics Age Division shall contain players who have reached their 35th birthday prior to January 1st.
  • In outdoor competitions, senior male and female players may register on a maximum of two teams including a senior male or female team and/or a senior Co-ed and/or Masters/Classics team registered with the Association.  This dual registration is permitted for senior players that meet the league requirements, including age eligibility, playing on a second team that is specifically designated a Co-ed team in a Co-ed division or a Masters/Classics team in a Masters/Classics division, or players who choose the two teams to be Co-ed and Masters/Classics team.
  • Players wishing to play on more than one team must provide the 2010-2011 Player Card to the MSA for validation and pay an additional $5 per every additional team. Players who do not have a card validated for a team will not be allowed to play for that team.
  • Both the laminated I.D. Card and the cardstock/paper registration form together in the plastic pouch must be provided to the referee before the game (similar to a drivers license, both parts must be available to the authorities). I.D. picture cards alone will not be accepted as proof of registration by referee. The I.D. card identifies the player and the paper registration indicates the team the player is registered with.
  • Only registered players, the registered coach and team officials i.e. those with proper registrations will be permitted on the bench or in the designated team area adjacent to the field of play. The coach and team officials are responsible for the conduct of the team (players and team staff).
  • Coaches and team officials (managers, physio etc.) must have an I.D. card and registration.
  • Respect in Sport Certification is required for all Coach & Team officials.

Registered Outdoor Youth Players Playing as Guests for Senior Teams

  • Players born in 1992 or earlier (turning 18 in 2010) may register as a senior player on a senior Team, or registered as a youth player.
  • Players born in 1993 or later may not register as a senior player: registered youth players may play as a guest for a senior team on a "Youth to Senior" permit. Please see procedure for Youth to Senior permit.
  • A youth player playing "up" for a senior team without a permit is an ineligible player.
  • A youth player playing "up" for an outdoor senior team must be registered for an outdoor youth team.
  • Permits can be obtained from the WYSA Office @ 523-167 Lombard or call 233-8899. Permits will only be issued to youth coaches so senior teams should contact the youth coach in advance.

Senior Indoor Registration Information

The following will be the process of registration for the current year.

  1. Teams will need to ensure that ALL their players have the indoor section of their current year Player Card stamped by the MSA. One team representative is to register ALL the players at once at the MSA office. No I.D. card means no play.
  2. Players will be allowed to play for more than one team as long as they are in different leagues. The only exception is for those who also play on a co-ed or a masters team in which case both teams can be in the same league.
  3. The co-ed rule states that "the goalkeeper may be of either gender; there shall be an equal or greater number of female outfield players on the field than men on each team for the duration of the game."
  4. The current Player Card has space to list the teams the player is playing for during the indoor season.
  5. All 2010 outdoor registered players are eligible to play and do not have to paid the annual fee when they register for one indoor team. However, they do require their player card to be stamped for their indoor team.
  6. New 2010-2011 indoor players, who were not previously registered outdoors in 2010, will be required to obtain a 2010-2011 Player Card and pay the $44 registration fee that will allow them to play until the end of the 2010-2011 indoor season for the first indoor team.
  7. Players wishing to play on more than one team must provide the 2010-2011 Player Card to the MSA for validation and pay an additional $5 per every additional team. Players who do not have a card validated for a team will not be allowed to play for that team.
  8. Team coaches, managers and officials wishing to be on the team's technical area (bench) must complete a 2010-2011 Team Official Card for the team they are to coach and pay the $15 registration fee. If the team official already has a 2010-2011 Team Official Card for an outdoor team they simply need to list the indoor team and have the card stamped, without having to pay a registration fee.
  9. At the time of registering each team MUST provide the MSA with the completed Team Roster sheet and the Team Registration Form. Teams will NOT be allowed to register their players without the forms being completed correctly. The names of players playing on different teams must appear on the roster of each team.
  10. Teams, and in particular the persons signing the roster sheet and team registration, are responsible for their players' conduct.

Teams may drop off their registrations at the office prior to the start of the indoor season.  If you require your cards right away, you will be charged a surcharge of $7.00 per individual player, or $28 per team. By dropping off the package they will not have to pay the surcharge. Once the league starts there will be no surcharge, however, forms may have to be left for 24 hours.
